Shehecheyanu on Putting on Tefillin for the First Time

Is it necessary to recite Shehecheyanu the first time one puts on tefillin (a month before the bar mitzvah)?

Shalom u'vrachah
We do not recite Shehecheyanu.
Since mitzvot were not given for personal enjoyment.
