Blessing on Tefillin - Need to Relieve Oneself

Hello,
should one recite the blessing again if he removes the tefillin to go relieve himself and wants to put the tefillin back on, if he only urinated?

Since he had to remove the tefillin to enter the restroom, he must recite the blessing again.
