Doubt Whether One Has Fulfilled the Obligation of the Blessings on the Torah

If one is in doubt whether he has fulfilled his obligation regarding the blessings on the Torah, is he permitted to study Torah?

It is permitted to study Torah.
As the poskim wrote regarding one who slept during the day, and in other cases.
