Went to the restroom in the middle of a meal

I read this halacha.
- I understand that someone who washed their hands with a blessing and started eating, then went to the restroom,
should wash again but not bless the washing.
- Is this the intention of the halacha?
- I read the source and did not understand how this follows from it.
- This is a very important halacha and a great novelty for me.
- I would appreciate an explanation on the subject.
