Hello, Rabbi.
When visiting a grave, if there are 13 men present, and 7 of them are sons of the deceased, should all 7 recite Kaddish, or is this not possible because 10 people are needed to respond?

There is no requirement that there be ten people responding.
It is sufficient for there to be ten people present: some recite Kaddish and some respond.
