The ruling of our teacher Rabbi Amram Fried shlita is that one should not recite Tefillat HaDerech with a berachah when traveling from Jerusalem to Modi’in Illit, or vice versa.
Since the threshold for the obligation, for Ashkenazim, is the measure of a parsah, there must be a distance of 4.600 km without houses.
This is even more so according to Sephardim, who measure the obligation according to a city-to-city travel time of 72 minutes.
