Is Tefillat HaDerech not recited when traveling from Modi’in Illit to Jerusalem?

Shalom and blessings.
The ruling of our teacher Rabbi Amram Fried shlita is that Tefillat HaDerech should not be recited with a blessing when traveling from Jerusalem to Modi’in Illit, or vice versa.
Since, for Ashkenazim, the measure that obligates recitation is the distance of a parsa, there must be a distance of 4.600 km without houses.
This is even more so according to Sephardim, who measure the obligation according to a travel time from city to city of 72 minutes.
