A New Tallit on Rosh Hashanah

Is it permitted to wear a new tallit for the first time on Rosh Hashanah? And must one recite Shehecheyanu?

Shalom rav,
A. It is permitted to wear a new tallit for the first time on Rosh Hashanah.
B. When one wears a new tallit, he recites Shehecheyanu.
