Ice Cream Cone Bracha: Mezonos or Shehakol?

What bracha do I make on ice cream with cone?

When eating the cone on its own, the bracha is Mezonos.

When eating it with ice cream: If the cone tastes good and one enjoys eating it, one should first make Mezonos on the cone, and then Shehakol on the ice cream. However, if the cone does not have much taste and is only there to hold the ice cream, it is secondary (Tafel) to the ice cream, and therefore one does not recite a separate bracha on it.
