The blessing for tortilla

What berakha is recited over a tortilla?

Shalom u-vracha
The ruling of our teacher, HaRav HaGaon Rabbi Amram Fried shlita, is that one should eat the tortilla within a bread meal.
That is, wash hands with a berakha, recite "ha-Motzi" over half a slice of bread, and then eat the tortilla.
