Blessing on Frozen Pizza

Hello, on the packages of frozen pizzas (which need to be thawed in the oven) bought in supermarkets, it is written that their blessing is 'Hamotzi'. Does this mean that even if one eats less than a kezayit, one must wash hands and recite the blessing 'Hamotzi' as with bread, or not?

Since it is made from regular bread dough, its blessing is 'Hamotzi', and washing hands is required in any case.
