Blessing on an Oat Bar

I have a food item called an oat bar, which states it contains 58% oats, with Badatz certification, yet they indicate its blessing is 'Adama'. Is there logic in this?

[Grains that are not ground or crushed, and not stuck together due to cooking, their blessing is 'Adama'.
