May someone whose time is constrained pray Mincha and Ma’ariv after Plag HaMincha before sunset?

If someone’s time is very limited, may he pray Mincha and Ma’ariv after Plag HaMincha, before sunset?

Answer

If it is difficult for him to pray at another time, it is permitted.
