whether red shoelaces in a shoe
are permitted to be worn

Hello and blessings 

The ruling of our teacher Rabbi Amram Fried shlita is that the prohibition of a red garment applies to a garment that is mostly red, or a significant part of which is red. 

[Based on what appears in the picture you attached, when the shoe is worn most of the red part is not visible, and the shoelaces are a minority that is not so noticeable; however, you should see for yourself while wearing them whether the red is noticeable and prominent].
