Is it permitted for a boy whose eyebrows are slightly connected to take care of this?

It is forbidden for a man to shape his eyebrows because of the prohibition of "Lo Yilbash" (the prohibition for a man to resemble a woman).
The exception is a case of unusual eyebrows that cause a person embarrassment and disgrace.
