Does the rabbi hold that it is permitted to shave today?

Answer

Shalom and blessings. 

Yes.

Except for those who follow the custom of the Arizal. 

And there are those who customarily forbid it because of the Tzava’ah (ethical will) of Rabbi Yehudah HeChasid.
