Removal of Dandruff on Shabbos

Question

Is it permitted to scratch one's head on Shabbos and thereby cause dandruff to fall from the head?

It is forbidden to remove skin that is still attached to the body, therefore, for those who have dandruff, it is forbidden to scratch the head. It is permitted to shake off dandruff that is already loose.
