Studying During Prayer
Question
Is it permissible for the Shaliach Tzibbur (prayer leader) to study or pray privately after he finishes his silent prayer but before he begins the repetition of the Amidah or the Kaddish in the evening prayer?

It is permissible to study since it is a mitzvah. [However, it is forbidden for him to speak mundane matters during this time.]
