Payment of Building Maintenance Fees for Vacant Apartments

Greetings and blessings! I recently moved into a new building and I wish to ask whether an apartment owner who has not yet moved into the apartment, or apartments that the contractor has not yet sold, are required to pay building maintenance fees?

Greetings,
An apartment that has not been sold or into which the tenants have not yet moved is not obligated to pay building maintenance fees for recurring expenses.
Expenses for things that remain constant have to be paid by even by tenants who are not currently living in the building.
