Question

What are the conditions of ownerlessness that need to be met before sending away the bird from its nest? Can a woman send away the dove and make a blessing? Is it possible to make a blessing again if the dove returns? Thank you! Israel Ziv

Greetings,
The nest needs to be not in a person's possession at the time of sending away. Therefore, the nest should be in a place that is ownerless or the owner should renounce his ownership of the place before sending away the bird.
A woman can fulfill the mitzvah of Shiluach Haken (sending away the bird).
One does not make a blessing on sending away the bird, neither a man nor a woman.
If he renounced ownership of the eggs or chicks after sending away the mother and took them once, he can fulfill the mitzvah again when the mother returns to the nest.
