Immersing a utensil made of metal and silicone

Is it necessary to immerse tongs where the part that touches the food is silicone, but the continuation of the 'rod' - which is not supposed to touch the food but it is likely that it occasionally will - is made of metal?

There are two possibilities here:.
A. If these are metal tongs with a silicone-coated head, then the utensil requires immersion, but one should not recite a blessing over it.
B. If the tongs are made of two parts, the part that touches the food is silicone, and the second part is a metal handle connected to the silicone - in such a case, since the utensil that touches the food is entirely silicone, there is no obligation to immerse it.
