Fine for dumping waste

Question

I received a fine from the municipality for throwing garbage outside the bin. I want to sue them in court of law. But I’d like to find out if it is allowed or if there is a problem of going to a court that doesn’t judge according to the Torah law.I want to claim that the bin was full and that is why I put the garbage outside. Although I do not remember for sure that it was like that (it was almost a year ago), it seems to me that it was like that since I do not usually throw things outside the bin. Is it permitted for me to make this claim as if I were sure or is there a problem of lying?

A. There is no problem with going to the court, since they are not prepared to judge according to the law of Torah.
B. It is possible to argue that, according to your logic.
