Issuing a Student Card
Question
Am I allowed to prepare a fake student ID with a wrong date of birth and ID number for a family member in order that she receive more money from the state? Is this considered a lie or a deception?

It is forbidden to lie or cheat in order to obtain a student card. There is an option to register for approved telephone courses which would give her the right to receive a student card, if she does have the option to listen to these lectures.
