Separating challah from “cigars”

Question

Does one have to separate challah, and if so, when, from the dish called "cigars," which is a piece of dough filled with potatoes?

Answer

Dear …!
If there is 1.2 kilos of flour in the dough, challah needs to be separated without a blessing. It should be separated before you put in the stuffing.
In the case that this dish is fried, and not baked, one should not recite a blessing on separating the challah even when using 2.5 kilo of flour. But if this dish is baked, then you should recite a blessing before separating the challah from this amount of dough.
