Who pays to fix the plumbing?

Question

In a building where I serve on the building committee (a committee that’s responsible for the upkeep of the building) there is stoppage in the main sewer pipe. This pipe serves only one side of the building, and some of the tenants use another pipe on the other side of the building. Who has to pay for fixing this pipe, all the apartment owners, or only the ones whose apartments use the stopped-up pipe? Thank you.

According to the Torah law, only those who are served by the pipe have to pay for its repair, and not the others. However, if your building decided that all monetary questions will be decided according to the laws of the state, then this expense should be divided equally between all the residents of the building.
