Can a girl separate the challah on her 12th birthday?

Answer

Yes, even a girl that turned twelve on that day, can separate the challah, and make the appropriate blessing.

In our age, the obligation of separating the challah is a rabbinic law. When we deal with a rabbinic law, we rely on the assumption that a girl will have the signs of having reached puberty from the day she turned 12.
