Stoppage in a jointly owned pipe

Question

There is a stoppage in a pipe that serves our building. There are seven apartments connected to this pipe. However, one of the apartment owners hasn’t lived in his apartment for several years. Does he have to pay his part for repairing the pipe?

Answer

If there is a stoppage that affects the whole building, then owners of all apartments have to participate in paying for the repair.
