Defining Shabbos observers

Question

Her mother wants to buy a burial plot. The lady who is responsible for selling these plots asked her whether she’s secular, or a Shabbos observer. But she doesn’t know if she is considered a Shabbos observer and she doesn’t want to lie about it. She tries to keep Shabbos, but she doesn’t cover her head. She started keeping thirty years ago, after the accident. But she doesn’t keep all the 39 types of prohibited labor, she only doesn’t light fires and doesn’t drive on Shabbos. What is considered a Shabbos observer to be buried? She rides on her wheelchair. And sometimes she squeezes on Shabbos in order to clean herself. Sometimes her father forgets and takes out the blech and turns off the fire. They were given three options: civil, secular or Shabbos observer. They were told to ask a Rabbi, what their status is.

Answer

They’re considered Shabbos observers, since what they call “the section for Shabbos observers” isn’t really for true Shabbos observers either.
