Chanuka Candles: From What Time?

Hello Rabbi, It's my first time living on my own how do I know what time to light my hanukia? Happy Hanukkah!

HaRav Amrom Fried Shelita says, if a person who does not have a specific custom when to light, should light fifteen minutes after shekiah (sunset) that is the optimal time to light the Menorah.

one must ensure that the candles burn for at least 30 minutes after dark.(Tseit Hakochavim)
