Hurricane During Shabbat

Question

Let's say that a large jewish community of some 10,000 and over people are celebrating Shabbat. In the middle of the night, a hurricane blows into their town. But, since it is Shabbat, would any other Jews who have the resources such as a television or radio station be permitted to warn everyone of the hurricane? Could they press a button for an alarm which would wake everyone up and let them know that they should evacuate? As it is technology, Jews are not permitted to use it during Shabbat., but could it be permissible in this situation?

It is permitted to do anything needed to save a life.

Therefore, if a life-threatening hurricane or fire is approaching, one would be permitted to ring alarms, call for help, and the like.

I would like to add that watching television or listening to the radio is forbidden on Shabbat.
