Cleaning Cabbage

What is the correct method of soaking cabbage that I want to eat uncooked? What ratio of salt to water and for how long?

Since it is very difficult to check cabbage one should only buy cabbage that has a reliable hechsher that covers all Halachos like Terumot and Ma'asrot, but also verifies that it was grown in a bug-free environment, Nevertheless, it is not a hundred percent sure, so the cabbage still needs to be cleaned as follows;

Separate the leaves and soak them in soapy water for three minutes then rinse each leaf Individually.

This may not be done on Shabbos.
