Calling USA after Shabbat in Israel

Am I allowed to call my workers in America when shabbos it's over in Israel

It is permitted to phone a non-Jew even if it is Shabbat where the non-Jew happens to be. This would include communicating via WhatsApp and the like. Indeed, it is worth mentioning that “A non-Jew who observes Shabbat is liable for the death penalty” (San. 58b).

On a related note, a Jew who began Shabbat early is permitted to ask another Jew who did not yet begin Shabbat to perform a melacha on one’s behalf. So too, a Jew who continues to keep Shabbat after it has officially ended may ask a Jew who has concluded Shabbat to perform a melacha for him.

While it is permitted to have your workers do melacha for you even though it is Shabbat in their time zone, I will note that if your workers are constructing a home for you or performing other land-based labors in a Jewish neighborhood, and everyone knows it is your house, then that could be a problem. A rabbi must be consulted.

There are other rules that may be relevant when having a non-Jew do work for you on Shabbat in general which include: the type of work, why it is being done, and the financial arrangement that one has with the non-Jew.

Of course, it goes without saying that one may not call a Jew in a place where it is Shabbat for that Jew, even if the Jew is not otherwise observant. Indeed, even posting a WhatsApp that includes non-observing Jews in time zones where it is Shabbat would be forbidden as it would cause a non-observing Jew to use his phone and violate Shabbat.
