Praying for Rain

B"H Shalom. Right now is the desperate need to be praying for rain for Texas and California and for other states but right now there is a hurricane that is coming from the east going to the west through or around Texas to California. I want to know if I can say the rain, blessings at this time desperate need of rain ? Shemini Atzeret

Thank you for your question. 

The consensus among halchic authorities is that the entire Jewish people should recite the prayers for rain at the same time even though one's geographic reality might demand otherwise.

Nevertheless, one is permitted to pray for rain whenever it is needed in the "Shema Koleinu" blessing in one's silent Shemoneh Esrei prayer.
