The Second Day of Yom Tov for an Israeli Abroad

Question

I am a fully Israeli individual who has traveled to strengthen a small community in China. Do I need to observe the second day of Yom Tov? If so, what about Tefillin? And needless to say, everything I do, if permissible, will be done discreetly?

Greetings and a good year,
An Israeli who is abroad on the second day of Yom Tov, if he is in a city where there are Jews, must observe the second day of Yom Tov, and it is forbidden to perform work, even discreetly. However, if he is in a place where there are no Jews, and there are also no Jews around his location within the Sabbath boundary, he does not need to observe the second day of Yom Tov.
However, he should recite the weekday version of the Amidah  prayer, and put on Tefillin discreetly.
