Muktzeh in Printer Paper

Question

Is printer paper that has been used for kneeling (on Yom Kippur) subsequently considered muktzeh?

Shalom!
If printer paper is muktzeh, it is forbidden to use it for kneeling. However, if it has been designated for kneeling, it is not muktzeh at all, and can be used for anything.
But the actual halacha is this: today, many people are not particular about not using this type of paper for other things. For a person who is not particular, it is not muktzeh at all.
