Laws of Shofar on Rosh Hashanah that falls on Shabbat

Question

Is there a reason to study the laws of blowing the Shofar on the first day of Rosh Hashanah from the law of 'and let our lips compensate for bulls' (Hoshea 14:3)? (This follows the principle that studying about a commandment compensates for not being able to fulfill it.)

Since the sages have said that there is no obligation to blow, there is no reason to compensate for it by saying it.
