Are there specific laws for the one who serves as the Shaliach Tzibbur for Ne'ilah (the concluding prayer on Yom Kippur)?

They’re the same as all the laws that pertain to the Shaliach Tzibbur. They are explained in the Shulchan Aruch, section Orach Chaim, chapter 53.
