Donation from Tithes for Food Distribution

Question

Good week! My cousin opened a Chabad house in Kaplan Hospital in Rehovot, where he also distributes various types of food, etc., and asks that I give him a donation on a regular basis. Is it permissible to give from tithes?

It is permitted to give from the money of tithes for the distribution of food for the purpose of bringing people closer and so on.
