Definition of Muktzeh in a Pen

Is a pen considered a tool whose work is forbidden, or a base for ink which is Muktzeh due to its essence?

It is considered a tool whose work is forbidden, since a pen is a tool whose function is writing. It is not like an inkwell which is a holder for ink.
