The Placement of a Torah Scroll's Belt

Question

Today, when I was rolling up the Torah scroll, I placed the belt in the middle of the scroll. Someone pointed out to me that the belt should be placed in the upper third of the scroll. However, I could not find a source for this in the Mishnah Berurah. Is it indeed necessary to place the belt in the upper third?

Indeed, there is no source for this in the books of the halachic authorities (Poskim). However, it is mentioned that this was the custom of the author of 'Divrei Chaim' of Tsanz.
