Mourning Customs After Tisha B'Av

Question

The Mishnah Berurah in chapter 558, subparagraph 3, writes that when Tisha B'Av falls on a Thursday, it is permitted to cut hair and do laundry in honor of Shabbos. 1. When does this begin to be permitted? Is it at noon of Tisha B'Av, at the end of the fast, or only at dawn of the next day? 2. Is the permission to do laundry only for items intended for Shabbos, or is everything permitted in honor of Shabbos? 3. Is this permitted always, or only in case of special circumstances (lechathila or bideavad)?

Shalom!
1. Ideally, these things shouldn’t be done until the morning of the next day. But if you are really pressed for time and struggling to finish everything needed for Shabbos, it is permitted immediately at the end of the fast.
2. It is permissible to add even clothes that are not needed for Shabbos.
3. Starting in the morning, it’s permitted under any circumstances.
