Completing the Study of the Tanach during the Nine Days

If I make a celebration in honor of finishing the study of the Tanach during the Nine Days, would that enable me to eat meat and drink wine?

It is considered a completion (a ’siyum’), which makes it permitted to eat meat and to drink wine, for those who follow this practice in other completions.
