Reciting Shema with Tefillin in Minchah on Tisha B'Av

Question

On Tisha B'Av, when we put on Tefillin for Mincha, do we need to recite the Shema with the Tefillin so as not to appear as if we are bearing false witness, or not?

Answer

Shalom!
There is no prohibition of bearing false witness in this case.
This law (of not bearing false witness while reciting the Shema ) applies the opposite case, when a person says in the Shema : 'And you shall bind them as a sign, etc.' and does not do what he’s saying, because he does not put on Tefillin.
