Ashkenazi Giving a Haircut to a Sephardi During the Three Weeks

Is it permissible for an Ashkenazi to give a haircut to a Sephardi during the Three Weeks?

It is permitted to give a haircut as long as the person whose hair is being coiffured observes leniency in this.
