'Derech Rechoka' (Numbers 9:10) - explained

Shalom,In Parashat Beha’alotcha (Perek 9), regarding the phrase "a distant way" (derech rechoka), Rashi says it applies even to someone who was in the Temple courtyard but was still unable to bring the offering.Why, would someone be there and yet be unable to sacrifice it?

For example:
He lost the lamb he prepared for sacrifice, his lamb got mixed with others, his knife broke, he found a blemish on his lamb at the last moment.
