Can a mentally deficient person be called up as Chatan Bereshit ?

There are many levels of mental and developmental challenges.
In the event of an individual who can essentially function on their own for example is capable of going to a shop to buy things and recognizes G-d and Torah: it would be permitted to give them an Aliyah.
