After leaving the Wall and returning home, he does not tear. If he arrived close to sunset on Saturday night and stayed until Saturday night, he is obligated to tear on Saturday night.

In the responsa of Maharil Diskin, Koa, letter Kaf-Peh-Heh, it is written to question whether someone who saw the place of the Wall on Shabbat and could not tear, should tear on Saturday night when he returns home. In practice, the rabbis write that the custom is not to tear.
However, it seems clear that if he arrived very close to sunset and stayed until after sunset on Saturday night, he still has the obligation, because certainly if a person did not tear immediately upon arrival, his obligation does not disappear after a short time, and it is not considered as seen within 30 days.
