Is it okay to plug in a car, phone, or other devices on Friday afternoon right before Shabbos, so it keeps charging during Shabbos?

It’s fine to plug in a device before Shabbos so it charges during Shabbos.

Since you finished your action before Shabbos began, the charging happens automatically on its own.
