Gentile Thieves
Question
What is the Halachic requirement of the Gentile who gets caught stealing from another Gentile? And what is the HALACHIC requirement FOR REPAYMENT of an organization or "entity" THAT STOLE? ASSUMING IT IS MORE THAN JUST ONE PERSON, BUT NOT KNOWING THE RELIGIOUS IDENTITY? WHAT SHOULD BE THE OPERATING ASSUMPTION FOR AN ENTITY WITH UNKNOWN RELIGIOUS AFFILIATION SUCH AS A GOVERNMENT OR BUSINESS/COMPANY.

According to Torah law, as practiced in ancient times, a non-Jew who steals would be subject to the death penalty. (Eruvin 62, Rambam, Hilchot Melachim Ch. 9).
Nowadays, however, Jewish law does not get involved and administer corporal punishment. All such law enforcement is left to the police, courts, and other government authorities. So too, it makes no difference if it is Jews stealing from gentiles or gentiles stealing from gentiles or whether it is individuals or corporations. If you feel someone is stealing from you should confront them or speak to a lawyer.
