Can one visit a cemetery on Chol Hamoed?

Cemeteries should not be visited on Shabbos, Yom Tov and Chol Hamoed. One who has Yartzeit on Chol Hamoed should go before the start of the holiday.

Kivrei Tzaddikim are not subject to any restrictions and that one may visit any day of the year.

Some say that one should not visit the cemetery on days when Tachanun is not recited. However this is not a clear halacha therefore lehalcha we say that after Pesach one may visit the kever even if it is days that we don't recite Tachanun.
