Can I use my maser money to use towards a ticket to a moto gp race for a bocher that hast learnt anything in the past year and doest put on tefilin and if he does so for 5 months can I use that money to buy that ticket

If I understand your question correctly: Yes, you are permitted to use Ma'aser money for incentives and in ways that will encourage bochrim to learn Torah when they otherwise would not, however it has to be in a way that is appropriate for a bachur to attend, without any issurim.
